This beats the previous year’s record by 1.1% and 2000 levels by more than a third (33.6%). Average new van CO2, meanwhile, fell 1.9% to a new low of 173.7g/km, ahead of the 2017 deadline for the pan-European target of 175g/km.1The reduction is thanks to billions of pounds worth of investment in new advanced engine, fuel and battery technology, as well as increasing use of lightweight materials such as aluminium and composites. The growing alternatively fuelled vehicle (AFV) market and the shift of consumers towards diesel cars, which emit on average 20% lower CO2 than petrol equivalents, have also been critical to this success.The industry has achieved tremendous gains, but changes in consumer buying behaviour away from diesel in 2016 have caused the rate of progress to slow. UK motorists registered a record number of diesel cars in 2016, but market share for this fuel type fell by 0.8 percentage points.2Although the UK now has Europe’s largest market for zero emission capable cars, accounting for almost a quarter (23.8%) of EU electric and plug-in hybrid registrations in 2016,3 the growth in AFV demand has slowed, from 40.3% in 2015 to 22.2%.4 Furthermore, the preference for SUVs over smaller cars continues to make progress on CO2 reduction much harder.If these trends continue, the UK’s contribution towards the EU target of 95g/km average CO2 in 2021 will become tougher, requiring a 20.9% cut in CO2 emissions over the next five years, or 4.6% per year.Of great concern is the current anti-diesel agenda, which fails to distinguish between old models and the latest cleaner vehicles on sale and which could have a negative effect on future CO2 reduction progress.There are also fears that changes to vehicle excise duty (VED) from 1 April 2017 could have a further negative impact. Under the new system, two thirds (66%) of the AFVs currently on the £0 standard rate will be subject to an annual flat charge of £130, in addition to varying levels of first year tax. Meanwhile, a £310 surcharge for five years for cars with a showroom price of £40,000 could affect demand for some of the lowest emitting vehicles – which are invariably more expensive than conventional technologies. As a result, take up of innovative technology such as hydrogen fuel cell and plug-in hybrid vehicles could suffer.Mike Hawes, SMMT Chief Executive, said,The automotive industry has some of the most challenging CO2 reduction targets of any sector and continues to deliver reductions as it has for nearly two decades. For this positive trend to continue, modern low emission diesels and AFVs such as plug-ins, hydrogen and hybrids must be encouraged with long term incentives. Turning our back on any of these will undermine progress on CO2 targets as well as air quality objectives. Lafta’s body was found on 25 August, five days after he was abducted in Baghdad. His death brings the number of journalists and media workers killed in Iraq since the start of the US-led invasion in March 2003 to 200.“We are appalled by this latest murder and by the new overall toll,” the press freedom organisation said. “The number of journalists and media workers killed since the start of 2007 now stands at 49. This unbearable litany of death must stop and for that to happen, the Iraqi authorities must at least try to adopt measures to combat violent crime and impunity. Those who murder journalists in Iraq unfortunately have nothing to fear from the police and judicial authorities.”No war has ever been as deadly for the press. Whether foreigners or Iraqis, journalists are seen as a key targets. Seventy-three per cent of the journalists killed in Iraq have been directly targeted. This is much higher than in previous wars, in which journalists were above all the victims of collateral damage and stray bullets.Iraqi journalists have been among the leading victims of this war. Eighty-eight per cent of the journalists and media workers killed have been Iraqis. They are singled out by armed groups, often because they work for foreign news media. At the same time, they do not get the same protection that visiting foreign correspondents receive.Most of the 200 media fatalities have taken place in Baghdad (110 cases) or near the capital (34 cases). Another 45 cases have taken place in the north of the country, above all in the cities of Mosul and Kirkuk.More journalists are also taken hostage in Iraq than anywhere else in the world. A total of 84 journalists and media workers (64 per cent of them Iraqis) have been kidnapped there in the past four years. Only about half of them have been freed. At least 27 have been the victims of execution-style murders, and 14 are still being held by their abductors.Lafta was kidnapped by a group of 10 gunmen who forced their way into his Baghdad home on 20 August, beat his brother and shot and wounded his sister. Lafta was the only one they took away. CBS News said his abductors contacted the family several times to demand a ransom. The police eventually found his body in the east Baghdad district of Sadr City. Nowak’s lawyer, Roman Giertych (who was deputy prime minister from 2005 to 2007), says Nowak is demanding 30 million zlotys (7 million euros) in damages, together with a public apology and correction. He is also asking the court to forbid Wprost’s sale to another publisher before the end of the case in order to ensure that it remains solvent.Giertych said: “We want to be sure that the defendant is able to comply with the court’s ruling if we win and that it will not be able to get out of it by claiming a lack of financial resources.” The court has not yet decided when it will start hearing the case.“We are particularly worried by the size of the damages sought by Nowak,” Reporters Without Borders said. “Suing for this amount of money is clearly intended to intimidate. He is using the law to impose censorship by threatening the magazine’s financial survival. No publisher in Poland or anywhere else in Europe would be able to pay such a disproportionate amount.“It is very disturbing to see the minister of a European government put this kind of pressure on a news outlet over a story of public interest. If he thinks he was libelled, he can use his right of response. “And he is obviously free to bring a lawsuit, but he should ensure that the damages are proportionate to the harm suffered and to the news outlet’s financial resources. Otherwise he is liable to encourage self-censorship, which has already increased considerably among journalists as regards certain sensitive subjects.“We also condemn the minister’s attempt to meddle in the financial affairs of Wprost’s publisher. We remind Nowak that companies are completely free to merge and be traded within the European Union, which was founded on this principle. Seeking damages is one thing. He created a civic culture where decent, safe and affordable housing is viewed as an official right and where there is broad recognition that a truly dynamic city is also a truly diverse city.In 2001, under Mayor Bogaard’s leadership, Pasadena courageously adopted a progressive inclusionary housing ordinance, but only by a slim majority due to strong opposition from market rate developers, property owners, realtors, and others. This nationally-recognized ordinance has resulted in the completion of 446 units of affordable housing without using any of federal, State or local affordable housing funding resources. The inclusionary ordinance also generated over $17.3 million in in-lieu fees used to produce additional affordable housing, and there are currently over 250 more inclusionary units in the development pipeline.Bill Bogaard has been a champion of smart growth. He worked tirelessly on the initial construction of the Gold Line from downtown LA to east Pasadena, and on its pending 2016 expansion from east Pasadena to Azusa. The Gold Line has presented numerous opportunities for transit-oriented development surrounding Pasadena’s 6 stations and additional stations in other cities. The creation of these development opportunities, coupled with the city’s Inclusionary Ordinance has ensured affordable housing is built adjacent to transit stops to make it possible for low income households to live close to the transit on which they depend.During his tenure, Pasadena has proven to be fertile ground for affordable housing where successful projects have been completed by top-notch non-profit developers and SCANPH members including Abode Communities, Heritage Housing Partners, Habitat for Humanity San Gabriel Valley, Homes For Life Foundation, Southern California Presbyterian Homes, TELACU, and Retirement Housing Foundation with projects currently under construction by Bridge Housing and National CORE.While homeless numbers increased across the County, with Mayor Bogaard’s strong support, Pasadena has been able to reduce its homeless population from over 1,200 to less than 650 over the last four years. This nearly 50% reduction was made possible by focusing on homeless prevention and permanent housing rather than on shelters and transitional housing.Furthermore, Pasadena has been an early adopter of the Housing First strategy and has ended homelessness for 63 of its most chronically homeless persons in the last three years by placing them in permanent housing with wrap-around services scattered throughout the city.As a result of Mayor Bogaard’s leadership on affordable housing, the Urban Land Institute recognized the City of Pasadena, as well as, Austin, TX, with their 2014 Robert C.
